Which Counties Suit a Reseller? The Local Reseller Opportunity Index
The Local Reseller Opportunity Index (LROI) grades each county from 0 to 100 on what it offers an agency, web designer or consultant that wants to resell SEO: how many small employers there are, how many sit in categories that buy SEO, how many towns could carry landing pages, how much household income is in play, how quickly new employers appear and how tightly the buyer categories crowd one another. It uses public Census files and says nothing about searches, rankings or how many owners actually want SEO.

LROI is 25% employer locations with fewer than 10 staff per 1,000 residents, 20% locations in nine SEO-buying categories per 10,000 residents, 15% places with 2,500 or more residents, 15% median household income, 15% growth in employer locations since 2017 and 10% average crowding of the nine buyer categories. Each part is a percentile against all U.S. counties of 20,000 or more residents; parts a market lacks (Connecticut income, place counts for city-type markets) drop out and the others are scaled up. Connecticut uses its historic counties and 2021 data. Source: U.S. Census Bureau. Built October 20, 2026. Method
